He worked as a designer in the editorial offices of Soviet newspapers and mainly for Izvestja. In the 70s he actively promoted a new type of caricature which he renamed "intelligent" in controversy with the so-called "Soviet satirist". In 1975 he won the Golden Calf award from the 12 Chairs Club, a literary supplement to the Literaturnaja gazeta. Since 1986 with the advent of perestroika, Rozantsev has had the opportunity to experiment with the use of humorous cartoons also in the theatrical field. Already a member of the Union of Journalists of the USSR, in 1988 he became the president of the Moscow branch of the European Association of Cartoonists (Feco). He has participated, also as a juror, in around sixty events dedicated to cartoons and cartoons all over the world.

The event could not have lasted for over fifty years without the contribution of numerous "volunteers" and "precepts" who brought enthusiasm and desire to do whatever the task received, with nineteenth-century shifts! From the choice of the drawings, to the preparation of the panels (always the same every year), to the posting with various pins of the hundreds of drawings up to the presence on stage.
